The most stringent level of restrictions would completely ban citizens of 11 countries from entering the United States.
The Trump administration is considering imposing a new travel ban on citizens of 43 countries that would go beyond restrictions imposed during President Trump's first term, according to officials familiar with the matter.
A draft advisory developed by diplomats and security officials proposes a “red” list of 11 countries whose citizens would be categorically barred from entering the United States. They are Afghanistan, Bhutan, Cuba, Iran, Libya, North Korea, Somalia, Sudan, Syria, Venezuela and Yemen, officials said.

The officials, speaking on condition of anonymity to discuss sensitive internal deliberations, cautioned that the list was compiled by the State Department several weeks ago and that it would likely be amended by the time it reached the White House.
Officials at State Department embassies and regional bureaus, as well as security experts from other departments and intelligence agencies, review the draft. They provide comments on whether the descriptions of country-specific deficiencies are accurate or whether there are political reasons — such as not risking disruption to cooperation on another priority — to reconsider including some.
The draft proposal also includes an “orange” list of 10 countries to which entry would be restricted, but not suspended. In these cases, entry would be permitted to wealthy business travelers, but not to those traveling on immigrant or tourist visas.
