Finland was ranked as the second least corrupt country in the world by Transparency International, with a total of 87 out of 100 points, marking the country as one of the most “clean” out of 180 countries worldwide.

A non-profit non-governmental organisation Transparency International has since 1995 published a yearly Corruption Perceptions Index (CPI). The index scores 180 countries and territories by their perceived levels of public sector corruption. Scores vary from highly corrupt (0) to very clean (100). Assessments are compiled using thirteen sources including World Economic Forum, the World Bank, consultancies and think tanks.

In the Corruption Perceptions Index for 2022 published on Tuesday (31 January) coming on top as the most ”clean” country was Denmark (90) followed by Finland (87), New Zealand, Norway, Singapore, Sweden, Switzerland, the Netherlands, Germany, and Ireland.

However, the results were viewed critically even from inside the organisation. In the YLE News interview, the Chair of the Transparency International Finland board Ilkka Penttinen Fouto said that the country ”has significant vulnerabilities in the fight against corruption”.

According to him, Finnish politicians have been ”embarrassingly bad” at assessing corruption risks in their own activities and especially in areas sensitive to foreign policy.

Penttinen Fouto also admitted that the index may have difficulties in noticing structural corruption risks typical for a small country with small social circles.
