Body cameras for the CCC – how video recording of alerts will work from September 1

On September 1, a decree of the Ministry of Defense came into force on the mandatory wearing of chest cameras by military personnel of the CCC during document checks.

According to Delo.ua, this innovation was previously reported by the Minister of Defense of Ukraine Denys Shmyhal.

“The Ministry of Defense is increasing the transparency of the work of the CCC and the Joint Venture. From September 1, all employees of the CCC and the Joint Venture are required to wear body cameras and conduct video recording during document verification or service of summons. In case of violation of the recording rules, disciplinary liability is provided,” Shmyhal wrote.

Body cameras for CCC

As Deputy Minister of Defense Yevhen Moysiuk noted in a comment to RBC-Ukraine, representatives of territorial recruitment and social support centers (TCK and SP) who work in alert groups are now required to use chest body cameras.

They will keep a continuous record while working.   This requirement was enshrined in a special order from the Minister of Defense.

The initiative aims to increase the transparency of the work of alert groups and ensure the rights of both conscripts and representatives of the CCC. The use of cameras minimizes conflicts, creates evidence to resolve disputed situations, and prevents abuse.

According to the Law of Ukraine “On Mobilization Preparation and Mobilization”, authorized representatives of the CCC and police officers have the right to take photos and videos during the verification of documents or the delivery of summonses.

Features of video recording of the CCC’s work

The instruction stipulates that a representative of the CCC who uses a camera is obliged to inform the persons he records about this .

Recording should begin automatically as soon as the alert teams begin their duties and continue continuously until they are finished. The only exceptions are cases where military facilities or restricted information, as well as the personal needs of the employee, may be captured in the frame.

It is important that   Employees are strictly prohibited from deleting recordings, changing them, turning off the camera , preventing recording, or transmitting video to third parties. The use of cameras is monitored by the responsible person in the CCC, and based on information from them, directly by the manager.

Violation of the rules for using technical recording equipment entails disciplinary liability – from reprimand to demotion in position or rank, as well as the transfer of materials to law enforcement agencies.

After the alert groups have finished their work, the recordings from the memory cards will be automatically uploaded to a centralized secure server . Their retention period will be at least 30 days, but in cases related to investigations or legal proceedings, the recordings will be stored longer.

The Military Law Enforcement Service of the Armed Forces of Ukraine will become the administrator of the ICS. This will eliminate the risks of unauthorized access to records and interference with the system.

We remind you that, at the initiative of the Ministry of Defense, the Cabinet of Ministers approved the permanent operation mode of the electronic queue service in territorial recruitment and social support centers (TCK and SP).
