In 2017, Scottish councils agreed to spend 1% of their budgets through participatory budgeting (PB). But how does the process work in Scotland and what are the obstacles authorities and communities face when they carry it out?

As part of the H2020 DEMOTEC, EURACTIV travelled to Edinburgh to explore how Scottish councils are using this innovative co-decision process.

We spoke with local decision-makers and experts to take stock of PB in the country, investigate the impact of COVID-19 on the process, and learn about the long-term goals for local authorities and their communities.
