Portugal’s government has changed several temporary schemes to mitigate the rise in energy prices and created financial support for outsourced transport of goods or by rail, it announced on Tuesday.

According to a decree-law published in the Diário da República, the government has created extraordinary financial support to mitigate the impact of the rise in fuel and electricity prices for the goods transport sector and for rail freight transport.

At stake is a “direct subsidy to the respective beneficiaries”, determined by a cabinet resolution and put into operation by the Institute of Mobility and Transport.

As emphasised in the same decree, the granting of support is dependent on the notification and prior approval of the European Commission “in accordance with the provisions of the regime applicable to the granting of state aid”.

This support takes effect as of 18 March 2022.

With regard to the extraordinary professional diesel mechanism, its validity has now been extended for eligible supplies between 1 July and 30 September 2023.

Through this mechanism, 45% of the amount earmarked for the national road service and the amount equivalent to the addition provided in the Excise Duty Code can be returned.
