As reported by Politico, actress Anila Bisha has initiated legal proceedings against the Prime Minister, his cabinet, and the private entity engaged in the creation of the world’s pioneering AI minister — Diella — for the violation of rights pertaining to the utilization of her likeness.

Consequently, the globe’s premier virtual public servant may soon be rendered without a visage.

In August of 2025, Albanian Prime Minister Edi Rama garnered attention by proposing the concept of establishing a minister, or even a prime minister, powered by artificial intelligence. Subsequently, a month later, he revealed Diella, an AI official intended to tackle corruption within government procurement.

Albanians were already acquainted with Diella as a chatbot featured on the government’s digital service platform, e-Albania. The avatar was crafted utilizing the countenance and vocal attributes of actress Anila Bishi, based on a contract valid until December 31, 2025. Following her “elevation” to a ministerial role last September, her image was brought to life during an address to parliament that was broadcast globally.

Nevertheless, as indicated by media accounts, Bisha has lodged a lawsuit against the Council of Ministers, the Prime Minister, a private enterprise involved in the initiative, and the National Agency for the Information Society (AKSHI). Her assertion is that the government persisted in employing her likeness beyond the concurred duration and the stipulated limitations — which were restricted to the e-Albania platform.

Within court documents, which were disseminated by various local media outlets, Bisha is seeking an urgent directive to impede the utilization of her image pending an ultimate judicial determination. She is alleging substantial and irreparable detriment stemming from the unauthorized employment of her appearance.

During a televised discussion last September, the actress clarified that she had recorded a considerable volume of video and audio resources for the e-Albania chatbot for a defined period and for a nominal remuneration, without granting authorization for alternate applications.

Albanian government spokesperson Manjola Hasa communicated to Politico: “Albania is a liberated democratic nation where, like any other state devoid of censorship, citizens are at liberty to articulate their perspectives and undertake legal proceedings against the government. In our assessment, this lawsuit is without substance, but we embrace the prospect of definitively resolving this matter in a court of law.”
