Ukraine is confronting a progressively severe employee shortfall. Consequently, substantial manufacturing establishments, including those featuring foreign investments, are commencing to explore workforce options beyond national borders.
This declaration was made by Bohdan Kitsak, a parliamentary member of the Servant of the People faction, during the Ranok.LIVE program.
According to the parliamentarian, the employment market’s condition is growing increasingly challenging, and businesses are already compelled to execute tough calls to prevent cessation of manufacturing operations.
“Ukrainian businesses are already starting to encounter a series of difficulties, most importantly, an absence of labor. Specifically, major businesses with foreign investments active in Ukraine are already implementing schemes to import workers from Asian nations – from Bangladesh, Pakistan, among others. This is being carried out with the intent of employing them directly on-site and sustaining continuous operations,” the People’s Deputy asserted.
Kitsak clarified that these consist of expansive industrial facilities possessing multi-million dollar agreements with partners situated in Europe and other countries worldwide. They cannot afford inactivity, as this would endanger adherence to obligations to international counterparts.
“These enterprises do not possess the liberty to halt manufacturing, given that they represent extremely vast units bearing considerable responsibilities. Binding agreements exist that demand fulfillment punctually, particularly concerning our European and other global associates. They cannot simply discontinue output due to a scarcity of personnel. Consequently, they are engaging specialized agencies, which are now materializing throughout Ukraine, proliferating rapidly,” he emphasized.
Such agencies, as per the MP, render a comprehensive assortment of provisions — encompassing vetting prospective staff to enabling their lawful employment.
“These entities manage the entirety of the undertaking — from formally registering and transporting workers, authenticating their credentials, logging their presence, and acquiring all requisite permissions. They, in essence, assume the entire spectrum of actions to facilitate an individual’s physical arrival into Ukraine and initiation of employment at the facility,” Kitsak detailed.
The People’s Deputy recognized that this circumstance is suboptimal for the Ukrainian economy; however, it comprises a required action facilitating continuous operation of large enterprises’ production capabilities.
“Such a mechanism is in progress, and it is evident that its implications for both the nation and its economy are unfavorable. Nonetheless, we are presently obligated to resolve the prevailing predicament. And, predictably, in times ahead, we shall observe increasing numbers of such workers – immigrants relocating to Ukraine to remedy the personnel deficiency,” the deputy pointed out.
He further mentioned that the propensity for procuring labor from overseas territories will only intensify.
It is worth recalling that it was previously documented that Ukraine has already registered an employee shortage, and should hostilities draw to a close, this scarcity bears the potential to assume catastrophic proportions.
