“Today, the EU allocated the first 10 million euros for a new Special Tribunal to prosecute Russian leaders for their role in Moscow's war against Ukraine,” she said.

According to Kallas, Russia's leaders are responsible for this war and they must be held accountable. There can be no impunity here.

As a reminder, in June 2025, President Volodymyr Zelensky and the Secretary General of the Council of Europe Alain Berset signed an agreement on the establishment of a Special Tribunal to investigate crimes of aggression against Ukraine. The agreement on the establishment of a Special Tribunal for the crime of aggression was signed at the Council of Europe building in Strasbourg.

The tribunal will be able to pass sentences even without the presence of the accused, in particular against the political and military leadership of Russia, and potentially also Belarus and the DPRK.

Previously, “FACTS” wrote that Ukraine is closely cooperating with the European Union to collect evidence and identify Russian war criminals.
