The approval of the decision on the liberalisation of visas for Kosovo is expected to be on the agenda at the meeting of EU ambassadors in Brussels on Wednesday.
At the Coreper meeting, the decision is expected to be approved without discussion as EU member states agreed on its text on November 22 at a meeting of advisers on internal affairs and justice.
The text was compiled by the Czech Republic, which has the current leadership of the EU, after several working group meetings and bilateral discussions.
Kosovo has met the requirements for visa liberalisation since at least 2018, but it has repeatedly found the decision obstructed and delayed for various reasons.
The Czech draft now specifies that the liberalisation should be tied to the operation of the EITAS system.
The system, which is currently not operational, allows the digital verification of identity documents and the issuance of electronic visas before deciding on whether someone should be allowed entry into the Schengen Area.
It foresees visa liberalisation no later than 1 January 2024.
