Alberto Alemanno urged us to spare a thought for Frank Biancheri who has been advocating for this electoral reform for over 20 years, but unfortunately is no longer with us. But Alberto reckons he’d be disappointed by the limited number of pan-EU seats: just 28 on top of 705.

A thought goes to Frank Biancheri who has been advocating for this electoral reform for over 20 years.
