Trump further stated that there will be no further waivers or allowances.

Russia is secretly helping Iran in its war against the US

The country implied in Trump's communication could easily be Russia, as it persists in surreptitiously supporting Iran in its conflict against the U.S. Notably, Russia continues to furnish armaments, exchange intelligence , and disseminate satellite imagery with Iran.
