Russia will not stop: US intelligence revealed the Kremlin's plans for war in Ukraine

The Russians are preparing for further aggression and will continue to wage a protracted, exhausting war against Ukraine until peace talks are concluded, US Director of National Intelligence Tulsi Gabbard said during a Senate Committee hearing.

According to her, over the past year, Russia has maintained its superiority on the battlefield. Negotiations between Kyiv and Moscow, which are being held under US mediation, are ongoing. At the same time, as Gabbard noted, until agreements are reached, the Kremlin will likely continue the tactics of a slow, attritional war until it considers its goals achieved.

She also reported on the strengthening of Russia's cooperation with North Korea. According to American intelligence, Pyongyang's participation in the war against Ukraine contributed to the strengthening of its military potential.

“North Korea's armed forces have gained combat experience in modern warfare, as well as access to new weapons. In 2024, the DPRK sent more than 11,000 troops to Russia to participate in hostilities in the Kursk region. Pyongyang continues to develop its strategic programs, including missiles capable of bypassing US and allied missile defense systems,” Gabbard noted.

At the same time, she said, Russia retains the ability to influence US interests in the world. The greatest threat to Washington is the possible escalation of existing conflicts, in particular the war in Ukraine.

Gabbard also stressed that the Kremlin continues to invest in the development of the defense industry and new military technologies, which could pose more serious threats to US territory and its military abroad than traditional types of weapons.

“Russia has modern systems, hypersonic weapons and underwater technologies that are aimed at reducing the military advantage of the United States. In addition, Moscow is actively using the tools of the so-called “gray zone”, using indirect methods of pressure and competition below the level of open conflict,” the US intelligence director concluded.
