As of today, all six groups of discussions concerning Ukraine's entry into the European Union have been initiated informally. EU Enlargement Commissioner Marta Kos communicated this after an informal meeting over breakfast with Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka, Ukrinform conveys.
“At a moment when Europe is facing pressure from both the East and the West, we cannot permit ourselves to waste time. And we are not wasting it. Every one of the six groups is currently open unofficially,” she stated in Brussels.
Kos reminded everyone that in December Kyiv was given directives for a fresh stage of entry talks, concentrating on three discussion groups. According to the European Commissioner, Ukraine was furnished with “a precise catalogue of assignments for forthcoming technical operations in the domains of the rule of law and democratic establishments, the domestic market, and foreign affairs.”
“Today, we are pressing forward with this endeavor, broadening it to incorporate the remaining three negotiating divisions. Amendments under Group 3 will engender additional employment prospects, enhanced commercial circumstances, and heightened investment within Ukraine's economy. Amendments under Group 4 imply cleaner power sources, more dependable electricity provision, superior roadways, railway systems, and boundary connections. Amendments under Group 5 signify fortified agriculture, amplified backing for rural settlements, and wiser utilization of terrains and water resources,” the European Commissioner emphasized.
As a reminder, Kachka deems it a plausible opportunity to ratify a pact concerning Ukraine's EU membership even before fulfilling 100% of the stipulations. He designated advancements in the rule of law as a pivotal element.
Will Ukraine become an EU member by 2027? President Volodymyr Zelensky has articulated this objective on numerous instances. Nevertheless, Brussels has already underscored: designating an exact timeline for joining is not feasible , given that the expansion mechanism hinges predominantly on the enactment of reforms. In the piece “ EU Accession in 2027: There are promises, no reforms,” the overseer of international initiatives at the Anti-Corruption Center, Tetyana Shevchuk, scrutinizes the factors contributing to the stagnation of implementing fundamental EU requirements. Reference is being made to judicial overhaul, modifications to the CPC, reformation of the State Bureau of Investigation, and the function of global specialists in competitions.
