The Chinese short-form video platform, TikTok, has declared the completion of an agreement to transfer its American operations to a shared venture with the United States. As communicated by the corporation on January 23, TikTok USDS Joint Venture LLC has been formally inaugurated. The major equity position within the entity is held by American businesses, and it was emphasized that this condition is imperative for the service to proceed with its functionality within the nation. TikTok’s communication department released a corresponding declaration.

Donald Trump enacted an executive decree on September 25, 2025. The formation of the joint enterprise permits more than 200 million Americans and 7.5 million businesses to proceed with their utilization of TikTok. The collaborative enterprise, possessing a majority of American ownership, will function under particular protections intended to safeguard national security, data integrity, algorithms, content regulation, and software for users situated within the United States, according to the declaration.

Specifically, the following is proclaimed:

Data protection:

User data from the US will be stored in a protected Oracle cloud environment within the US. The privacy and cybersecurity protocols will be subject to independent audits and will conform to NIST, ISO 27001, and CISA standards.

Algorithm security: The recommendation algorithm will undergo retraining, assessment, and updates utilizing US user data and will be housed in the Oracle cloud within the US.

Software: Ongoing evaluation and authentication of source code with Oracle serving as a dependable security associate.

Trust and Security: The joint enterprise will possess the authority to determine security guidelines and content oversight within the US.

Interoperability with TikTok’s global ecosystem will guarantee worldwide access for U.S. users and enable creators and establishments to engage on an international scale. TikTok’s worldwide operations in the U.S. will oversee product compatibility and certain sectors of commerce, including e-commerce and advertisement.

The joint venture, originating from TikTok’s US Data Security (USDS) division, will function as a self-governing body supervised by a seven-member board of directors, with a majority being US nationals.

According to a press release, three investment managers possess 45% of the shares of the joint entity: American investment firms Oracle and Silver Lake, in conjunction with the Emirati MGX, each holding 15% of the equity. The remaining 35.1% was acquired by additional investors – predominantly American – including the firm owned by French tycoon Xavier Niel. ByteDance, the Chinese entity responsible for TikTok’s development, maintained 19.9% of the collaborative venture’s shares.

It is important to note that the Ukrainian language is steadily solidifying its foothold within social media platforms, particularly on TikTok and YouTube, as indicated by data sourced from the Content Analysis Center.

Analysts scrutinized 1.3 million posts across Facebook, X, YouTube, TikTok, alongside VK and OK, covering the period from mid-September to mid-October 2025. The results demonstrate a gradual displacement of the Russian language from the Ukrainian segment of social networks.
