European Conflict: Germany Sees “Hybrid Tactics” as Prelude to Hostilities

German military strategists have crafted an Operational Plan for Germany, a detailed strategy for how Berlin would coordinate the protection of German lands during a significant armed struggle. As stated in the document, which Politico reviewed, digital offenses, acts of destruction, and misinformation operations are perceived as preludes to warfare.

The strategy emerges amidst sweeping transformations in Germany, which has assumed a pivotal position in orchestrating logistics and support for NATO as Russia exhibits growing hostility toward European partners. The paper indicates that blended tactics “can essentially function to set the stage for military engagement.” Digital activities or influencing efforts are regarded not as underlying tension but as components of a military surge.

This will carry tangible consequences for the manner in which Germany maps out its function in a prospective conflict, the paper conveys, with Germany viewed as an operational hub and transit route for NATO troops that will face initial strain.

The paper specifies that should war break out, Germany would be a “key objective for standard attacks employing long-distance armament systems” aimed at both military and non-military infrastructure. In totality, the strategy encompasses five stages of intensification, spanning from prompt identification and control of risks to national security, NATO united defense, and post-conflict restoration.

The paper also underscores that civilian frameworks are indispensable to military achievement. For example, transport systems, power provisions, healthcare resources, and independent firms are consistently cited as contributing elements.
